I believe if they are going to have a female Doctor Hayley Atwell will be a fine choice to do so, she is a fine character actor and will bring a a whole no dimension to the character, and can be the perfect match for Missy.

Hayley has shown countless times how wonderful and versatile an actress she is. Regardless of role or character type she owns it, hands down. And it's time for a woman Doctor, and if anyone can do that role to perfection it's Hayley.

After Capaldi and the recent groundwork done by the 'Missy' arc and the Corsair reference, it's the right time for the 13th Doctor to be a woman. Atwell has experience playing a quirky quintessential principled and determined Brit in the MCU and Agent Carter, and has expressed an interest in the role. She is a better choice than Olivia Colman because the show should try where possible to cast in its leading roles actors who have not played memorable roles on the show previously, in order to maintain suspension of disbelief without having to come up with an in-universe explanation, such as "the Time Lords gave me this face so I'd remember my principle", "she was my cousin" or "spatial genetic multiplicity", for example.

Hayley Atwell would be the perfect Doctor. A woman doctor would be awesome. If the master can come back as a woman, so can the doctor.

Doctor Who is the longest running show on television, it has so far had 12 different protagonists , whom have all been white males. Quite frankly, it's time to spice things up, and starting with Hayley as the 13th Doctor is the perfect place to start.
