We, the undersigned residents of the City of West Haven, do hereby petition the West Haven City Council to affirmatively vote to conduct an investigation into the allegations raised in that civil lawsuit captioned Harwood v. City of West Haven, et al, Docket No. NNH-CV15-6054128.

Specifically, the undersigned residents petition the West Haven City Council to investigate the following:

a) The specific job functions of Ms. Debbie Skerritt;

b) The scope of Ms. Skerritt's authority and ability to alter, modify or otherwise change City of West Haven payroll records or other employee pay records;

c) Whether any employee's records were altered, modified or otherwise changed by Ms. Skerritt or any other City employee without due authorization;

d) Whether Mayor O'Brien was aware of any alteration, modification or change to any City employee's records without proper authorization;

e) If the Council determines employee records were improperly altered, modified or otherwise changed, whether any disciplinary action was taken against the perpetrators of such unauthorized action; and

f) If the Council determines employee records were improperly altered, modified or otherwise changed, whether any elected official knew of said alternation, modification or change.
