In order to reduce costs, California should consider building a section of the high speed rail before completing the entire project. The first section would be from Merced to Shafter. This 155 mile stretch would cost $10 billion compared to the $67 billion to complete the entire project. California can watch the outcome of the first section and see if they should continue building.

Makes way more sense to test it out on a smaller part instead of wasting billions on a project that probably wont even finish.
