Bring Tom Kelly Home: Request for K9 Barrett, Sonar, and Specialized SAR Support
Community Call to Action: Request Additional SAR Support and Specialized Resources in the Search for Tom Kelly
Despite the tireless efforts of our volunteers and deployed K9 teams, all accessible above-water areas—including shorelines, islands, and debris fields—have been thoroughly searched with no confirmed signs of Tom Kelly. As we continue into this critical phase of the search, we are asking for broader support and specialized resources to be brought in.
We are respectfully requesting that Terrace Search and Rescue utilize additional SAR teams from outside the region, including coordination with Okanagan Search and Rescue to request the deployment of K9 Barrett and handler Terry Downs, once water levels are deemed safe for their operation. This team has a proven record in complex recovery efforts, including the detection of remains 155 feet below the surface in lake and mudslide environments.
In addition to specialized K9 resources, we ask that all appropriate tools be utilized to aid in the location of Tom, including:
- Human Remains Detection (HRD) K9s with deep water and decomposition scent experience
- Sonar systems and imaging tools to identify submerged points of interest
- Drones, including thermal imaging drones, to help detect visual disturbances or patterns in remote and hard-to-access terrain
- Underwater Remote Operated Vehicles (ROVs) and cameras for probing log jams and deep water channels
- Ground teams to revisit marked GPS locations as water levels continue to drop
These resources have proven successful in other missing person cases across British Columbia, and now is the time to prepare for their safe deployment as river conditions evolve.

K9 and Drone units should be standard and mandatory for recovery efforts if a localized SAR team doesn't have the resources for it. Less money would be spent in allocation of local law enforcement ect if they already know theres a proven success rate.
Water search trained cadaver dogs of are great importance in the search for drowning victims. They should be called on scene along with all the shoreline and land searchers.
This is my man deserves to be found so hi family can find peace. Red tape is no excuse. Be human and give them the resources they need. You wouldn’t hesitate if it was your brother, son husband or father.
Our son went missing on the Stellako River 5 years ago and his body wasn't recovered for 29 days. I understand what Tom's family is going through. Please help!
It is an additional tragedy to never recover a loved one. Being able to say goodbye is an important part of closure for family and friends

I’ve known this beautiful family for a long time. They are from another community close to where I live and they frequently visit where I live with their dogs and other stuff she’s renown DJ realtor mom the beautiful family trying to have closure trying to find her husband’s remains, whatever it takes to advocate to get somebody to help them out would be very greatly appreciated. Everybody could jump on board and help this great family out. Ken
