As a life long horse owner and have been over there, there is plenty of room plus very well cared for plus feed hay and grain. Hardly anyone relays on just grass to feed a horse. I for one have one that can't be on grass or will get sick. Horses are pack animals, and in the winter stay warmer if more then one horse to stand next too. I think there is more to this story on the city end of someone making a mistake and won't admit it. Let the retired horse live its life where he can be loved and cared for and and be with his buddy. This is very childish how this has been handled, Let her have her horse back.

If an animal is being well cared for then I see no reason for the pet to remain with the owner.

If this woman and her family were supplying a loving home, food and shelter for both horses without issue, there is no reason the horse should have been removed. Let this family have their animal back and let's focus instead on people who neglect or abuse their animals not a family who clearly loves and cares for them

I am signing the petition to bring the other horse back home. Just cause they don’t have enough acreage does not mean that they don’t go to shops to get feed for them and take good care of them.

Based on the circumstances, and her proposal to work with other property owners around her, please reconsider your decision. Horses are not meant to be alone. It is unreasonable to demand X amount of grazing acres per horse. What do they eat all winter when there is no grazing available? People buy feed...and can do so all summer as well if there is not enough land for grazing.
Many of us are animal lovers and can't imagine having the long arm of the law come in and take away our beloved animals when said animals are loved and well cared for.
Grant a variance and bring Shooter back home. Let humanity inform your decisions versus some strict interpretation of a law that does not appear to be well thought out.
