This Is madness. Blame the responsible party. The student stole the teacher's phone, accessed personal and confidential information and then shared it publicly. The photo was taken by an adult for sharing with her adult and consenting husband.
The teacher should get her job back. The student should be punished by the school district and law enforcement!
