There is no reason to ban an article of clothing that simply provides warmth and comfort for the students. They aren’t “showing skin”. They are just trying to be warm because half of the classrooms are freezing anyways. Hoodies can be a security blanket for high schoolers with insecurities so they shouldn’t have to buy a bunch of new clothes because some people wear their hoods. This is where we face confliction because people want to punish everyone instead of taking care of the situation normally. You aren’t in control of another persons actions, so why punish the people who are actually following the rules.

Hoodies are NOT the problem. The lack of discipline is the problem. Simple solution...if the hood is up, ask the kids to take it off...if they don't listen then a call to the parent should be made and confiscate the earbuds or whatever until the parent meets with the principal. Follow the rules or suffer the consequences.

So first of all there is no reason to ban them as it is a way to stay warm in the winter. Secondly there is no actual consistent heat for that school and not to mention hoodies aren’t worth banning for a school.
