The lawlessness and reckless endangerment of people's lives that I witness every single day at these traffic lights has gotten out of hand. Taxis especially have absolutely no regard for this traffic light and drive right through it. The lawlessness here has been putting people's lives at risk every single time they are near it. Something has to change and the city needs to step in and enforce the law! The same goes for many intersections, roads and routes in and around Hout Bay.
Another issue is the timing of these lights. The light often goes red for traffic in main road when there is no one in Payne road. The light should be on a timer, (say 30s green for Payne Road every 2min) but it should only turn red if someone is actually waiting there. Otherwise, it should stay green for main road until the next cycle is complete. The poor timing of these lights is one of the main reasons behind the lawlessness here, and the same issue occurs at all of the new traffic lights installed in Hout Bay (including the Mount Rhodes intersection).

The lights are frequently not working and when they do pedestrians completely ignore them and walk across. As there is limited time to turn out if the school this creates even more of a traffic jam as one has to wait for pedestrians to cross who usually don't even look at the lights and just walk through a red pedestrian light. A full time traffic officer needs to be stationed there during peak times when school opens and closes. The general traffic lawlessness in Hout bay is appalling with taxis stopping wherever they please and in general traffic law enforcement should crack down on all traffic infringements.

The traffic light itself is an issue as the timing does not facilitate the flow of traffic on the main and one of the busiest roads in the suburb. But it is no excuse for the lawlessness that is ubiquitous among taxi vehicles circumventing the traffic control device by using the turning lane to bypass those following the traffic control measures, running through the red traffic light, and doing so with wontonness snd impunity. It is the worst kept secret in the Bay, but somehow is ignored completely by those charged to enforce the law.
It seems the traffic flow is better during power outages, when a stop/go is in effect. The quick change and longer than necessary right of way to the school (especially when not in session) only compounds the traffic issue and is likely the chief contributing factor to the lawlessness that ensues. Fix the lights, and much of the problem will disappear.

Every day I risk an accident trying to get home into Penzance due to the absolute disregard of traffic laws by the informal taxis and certain other entitled drivers. Please, this has to change.
