Please investigate this shooting by Billings Police Department. There seems to be excessive shootings of people of color or minority status. There seems to be no sense as to why the Billings police officers escalate confrontations with people to the point of shooting them. There needs to be independent investigation into their policies and procedures, as well as their internal standpoint towards minorities.
