I have a neighbor who short chain all thire dog life, no water no food. Only scrap when they come home at night maybe..

I have Fur babies of my own, my heart hurts when I see them neglected on the streets. When I hear them crying ,there owners abussing them, I call the law and they say they can't do nothing, there's no law for our dogs...we need a law for our dogs.
