I cannot even believe this is a question - No the owner should not be given back these animals at all. But not only that they should be charged with animal cruelty and abandonment and should not be allowed to own another animal ever. If Texas give these animals back then I have lost all my faith in Texas and will never step foot in that state again. Please please please do the right thing for these babies who cannot speak for themselves.

offcourse not a return to the owners.The owners must get a high punishment or jail, they are sivk animal abusers.Omg sick texan idiots.these dogs deserves one thing....loving caring and responsability homes.they had enough cruelty omg.let us be their voice.

They wilfully abandoned these animals so they should not get them back. In fact, they should be banned from having pets every again.
