Trust people Jack - open the pools and the small businesses - mandate that they meet CDC guidelines sure, but stop treating classes of businesses as if they are incapable of adapting to safe practices.

Mayor and City Council, the pools can be safely operated if given the opportunity. Continuing to oppress City residents and micromanaging every business in the city is unacceptable. Exercise increases both the immune system and promotes well-being. Medium-chlorinated water eliminates the virus, making this a low risk activity.

Given the fact that the governor has both moved the state into Phase 3 AND city cases are below the average, it makes sense to open up pools now
