I am going to start a petition in the anticipation that there may be someone on the town council who has a heart and understands the comfort his grave and his Teddy gives to us. They might then find it in their hearts to let Harry's teddy stay on his headstone.

Common sense has gone out the window. If it brings the family peace then let it stay.
This is just cruel. Let the poor baby have his teddy. It isnt hurting anyone.
Ridiculous red tape. Leave the teddy alone. Heartless people on that council.
How can a tiny ornament cause a problem?? It is a grave site not an office. Leave it be.
