a sorry state of affairs - the board clearly overlooked their responsibility to insure a quorum with the consequence that NO business could be transacted and Mgmt & Assoc either by lack of knowledge or mistakenly allowed an increase before conducting a legal meeting. This situation for the neighborhood could have been easily avoided if all parties had followed the rules - DUH
