This would prevent so many people to take it off of the streets and do it legally.

It should be free in efforts to curb street racing. Its a tax money funded facility.

This is a great opportunity for the club and has so many positives. This type of racing in a closed controlled environment keeps the younger generation interested and off of the street doing it, also offers opportunities for he officers to come out and enjoy, and allows for some extra income for law enforcement when the pad isn't being used. It's also in a central location for everyone in the treasure valley.
