Confusing increments with cost of living rises is just muddying the waters; may of us are stuck at the top of a Grade and have been for many years despit the fact that we may bring more to the role above and beyond the job description, loyalty and hard work are not always rewarded to those who deserve it!

I am at the top of my grade and not had an increment for 5 years! A proper pay rise would show how much the University value its staff!
