Nice idea but there was a law suit that was settled in favor of the plaintiffs against the residency issue. The intial language of the act did say it was created for Alaskans. Thus the residency interpretation and requirement

It really should of been like this from the first place. It's not fair to us. People who moved here starting from pfds shouldn't be allowed to get one.
