I call for a twenty ninth amendment to the US Constitution. It should state that any year that congress and the president do not pass a budget by the start of the physical year all pay and benefits for congress and the president will be stopped. All non ecential aids and protection will be ferlowed and all government travel will be stopped until such time as a yearly budget is passed.
