HB2439 is Detrimental to Texas Cities

Please, Please veto.

So we're not supposed to strive for anything better than "approved by code"? Nonsense. We need great looking communities, not communities designed by meeting minimum standards of a statute.

This bill will, in effect, prevent us from adopting and/or amending new Codes.

We chose our community for the aesthetic and the finish out. If this bill is signed into law, our choice will be marginalized when builders use cheaper construction materials and lower quality design concepts. Please consider how this will impact people who have invested a lifetime of savings to live in a high quality community with a high bar for new construction

I do not understand any purpose for this bill, it seems destructive to our conservative agendas!

As a former chair of the Fort Worth Zoning Commission, I find this a huge overstep of state authority. Cities have the right to self-regulation.

Please Veto HB2439. This bill destroys placemaking and safeguarding property owners by prohibiting cities from regulating any aesthetics of buildings other than the minimums of the "national model codes." It will result in metal buildings and wood shake siding and Flintstones homes and mud houses and destructive infill projects and shocking teardown/rebuilds. It will also destroy the ability of cities to make local amendments to building codes and would require all cities to follow the international codes (and national electric codes). It will prevent protecting residents and visitors by requiring things that save lives and property by mandating high quality construction. This Bill is a very serious threat to cities' abilities to protect health, safety, and general welfare. #VetoHB2439

I believe this bill is the state restricting our rights for local control over our cities. Wether we utilize that right or not I believe it is worth preserving. Veto this bill.

Codes, standards and the product test acceptance criteria incorporated into each Nationally recognized published codes address specific hazards identified and addressed with each subsequent update. Most newly published codes do not eliminate the use of previously authorized and accepted products unless a product has been determined to contribute an unusual and unacceptable safety risk to the occupants of the facility. Before law makers evolve themselves with legislation that could put citizens and property at risk they should be required to be educated on the specific code development process and associated hazards related to the proposed legislation. Expert testimony from subject matter experts should be required prior to them considering any proposed laws submitted by lobbyist's who stand to profit from the passing of the proposed legislation.

This bill impacts decisions that should reside solely on local government. Every community is unique in their for development and should be allowed to make decisions based on their citizen’s desires. This bill needs to be vetoed.

Please do not pass this bill.

For Houston to continue to be a leading city, not just in America, but globally, we need to begin to set ourselves apart. We cannot do this while we are catering to half hearted design and construction practices. We must elevate our city by holding ourselves to a higher standard. This starts with the policies that define how Houston develops.

Please veto this bill - Texas deserves better than minimum standards of the IBC.
