If the competition is to embrace democracy and to be part of the cultural herritage of Afghanistan and particularly Bamiyan, how come the there is no public vote in the decision making process?

This problem is common among large open competitions. One team writes a detailed and highly specific brief, then an entirely different group of judges select a winner on the basis of their prejudices, often entirely ignoring the brief.

I totally agree with this declaration,UNESCO should review all proposals with deep consideration of real quality of each one.

I agree. If you don't fulfill the criterias you can't even be considered a participant.

It would seem impossible to democratically evaluate 1070 entries in one week. Once the number of entries was established - more time should have been taken by the jusry to evaluate these proposals. The second item in question is the notification process. No applicant was duly notified of the extension of the submission period to the 23rd January, or any further correspondence in terms of the process, winning entries etc.

The winning projects do not respect the specifications of the competition, they show a complete ignorance of the context and the local constructive cultures.
