These changes are vitally important if Massachusetts is serious about creating an equitable cannabis industry! It is time for MA to take direction from other states who have been able to create opportunities for potential small business owners. I do not want to see the rich get richer off of the cannabis industry. These proposed changes are a necessary first step towards equity and justice. - Jessica

Retail has a fixed dictionary definition and as currently constituted, the license is really a courier license, NOT retail. These changes would make it a true retail license and would allow for profitability and will thereby help achieve the statutory goals of economic empowerment and restorative social justice to have a fighting chance. Lowering the barriers to entry doesn’t do any good if the regulations make the license not profitable and these changes are desperately needed. - Blake

This license type reserved for equity applicants has no business model without changes. Please allow local businesses a fighting chance against MSOs dominating the market. The racist war on drugs targeted BIPOC and this is part of restorative justice. Allow some businesses into generational wealth not an instacart business with expensive vehicles. - Anna

My own basic financial analysis shows that Delivery will only lose money if product must be obtained for every delivery from a Retailer rather than a wholesaler. These changes transform the license from unattractive to attractive to operate. - Morriss
