noise has increased and will get worse with the upstream improvements to the A465. Fencing could work. Engine noise is the problem. Not sure "whisper Tarmac" will do the job

The road noise from the concrete section of the original A40 surfacing blights a very significant area, well beyond the notable settlements, and where localized acoustic fencing would have no effect. Has the 'initial design' undertaken under the Priority One Noise Action Plan been made public? Under what criteria has fencing been judged to be the most appropriate solution? it is clearly the cheapest, and most short-term option. As the existing surfacing has exceeded its lifespan, there can be no economic excuses not to regard comprehensive resurfacing as being both appropriate, and overdue.

This what the WG is saying now. It seems it has no plans at all: I can confirm there are no plans to undertake carriageway resurfacing work on the section of A40 between Raglan and Abergavenny. As no works are planned, no contract has been prepared and no decision has been made on the surface type as there is no programme in place. Sections of the A40 between Raglan and Abergavenny have been identified as Priority One Noise Action Plan areas and the initial design indicates that noise fencing would be the most appropriate form of mitigation. However, funding has not been allocated beyond this financial year so it is not possible to say with certainty at this point when works will be carried out. There are no plans to carry out any tree work alongside the A40 Raglan to Abergavenny and as there is no current programme for the noise fencing measure, no plans or contract documents have been prepared to date. The Welsh Government has not made any public communications or statements in relation to possible resurfacing of the A40 between Raglan and Abergavenny in the past 5 years. The road surface is such that re-surfacing will be necessary in the medium term, fencing just delays the inevitable and does not solve the problem.

As a local, fencing will be a short term option. We need the whispering tarmac now.

The replacement of this old style concrete road surface is long overdue and requires prioritising at the earliest opportunity. I live approx. two miles from this road and under certain atmospheric and road surface conditions traffic noise can be heard quite clearly. One can only imagine the effect on people who live closer to the A40! In this day and age people should not have to tolerate this level of noise pollution.

The Welsh Government states that the A40 past Raglan Castle and Raglan village is 'quiet' road already - so unlikely to be resurfaced.
