Residents of Refilwe have experienced frequent power interruptions, low voltage, and prolonged outages during the winter months. Despite numerous complaints and reports to the relevant municipal departments, this issue continues to recur annually without a permanent solution being implemented. Electricity is a basic necessity that residents depend on for heating, cooking, lighting, communication, education, and running small businesses. During winter, when temperatures are at their lowest.
