Dont understand why garden cannot be fenced off. Council dont cut grass. Why can it not be fenced off with agreement of planning consent i.e determining max height of fence

We pay for our land, it’s up to us home buyer to decide what to do with it. We cut our grass and we need to pay for it. If it’s council own why can council cut and dispose the grass . Simple reason ! Don’t use the lame reason “ it has always been like that , so we won’t change it .”
Other dogs and cats keep coming to leave their mess in our front garden . We should be able to enjoy freely with our own garden.

To allow people choices, if we are made to maintain the front lawn we should be enabled to place a fence round our lawn this also stops dog fowling and people randomly walking over grass
