Waseem Abbas was 15.

An orphan. His father dead. His family too poor to keep him.
He was sent to an orphanage in Multan to get an education and a future.

Six days ago, he was handed to a contractor to “learn electrical work.”

On October 19, 2026, at around 5:40 pm, in the Royal Orchard housing society, Multan, he ran.

He ran through the streets screaming for help.
He told residents his employer was trying to kill him.

The accused, contractor Tauqeer Nazir, chased him on foot.
When he got tired, he got into his car.
With his accomplice Amjad Ali beside him, he went after the boy.

The car struck Waseem.
He was crushed against the gate of a house.
He died on the spot.

The two men tried to escape.
They abandoned the car only because it wouldn’t start.

The accused says it was an accident.

The CCTV footage and eyewitnesses say otherwise.

Waseem’s family and a fellow orphan have told police he was being physically tortured.
 That is why he ran.

He was buried in his village in Muzaffargarh.
A mother, a brother and a sister are left behind.

This was not an accident. This was a child hunted down.

And we know how cases like this end in Pakistan.
The family is poor. The pressure comes. A settlement is signed.
 The killer walks free.

Not this time.

We demand:

1. The death penalty for the accused, Tauqeer Nazir, under Section 302 of the Pakistan Penal Code, through a swift trial, with no delay and no leniency.

2. No compromise. No blood money. No escape. No out of court settlement.
The State of Punjab must make itself a party to this case and invoke Section 311 PPC. That way, even if the family is pressured into forgiving, the court can still sentence the killer.

3. The immediate arrest of Amjad Ali, who was in the car, and his prosecution as an accomplice to murder.

4. A full inquiry into the orphanage.
Who handed a 15-year-old to this man? On whose authority? With what checks?
The orphanage says 40–45 other boys were also training under the accused. Every one of them must be found, checked and protected.

5. A province-wide audit of every orphanage in Punjab that sends children out to work.

6. Conclude the case in days not in YEARS or decades, Justice delayed is Justice Denied

Addressed to:
Chief of Army Staff Gen. Asim Munir
Chief Minister of Punjab. Maryam Nawaz
Inspector General of Police, Punjab
City Police Officer, Multan
Chairperson, Child Protection & Welfare Bureau Punjab
Chief Justice, Lahore High Court

Waseem asked strangers for help in his last minutes.
 Nobody could save him.

The least we can do is make sure his killer does not get away.
