Call for removal of Hamas’ Political wing from the UK’s Proscribed List of Terrorist Bodies
Dear Home Secretary,
We, the undersigned, are calling for the removal of the Hamas political wing from the Proscribed list. Whilst the military wing was proscribed by Blair’s Government of 2001, the political party was only proscribed by your predecessor Priti Patel five years ago, following her secret meetings whilst on holiday in Israel, for which she lost her position. It was passed in parliament without a vote. It is incumbent upon you to help stop the ongoing slow genocide of Palestinians by reversing that decision.
Furthermore, Palestine, as a sovereign state, needs a government: the elected political party of Hamas is part of that government. As such they should not be proscribed; international law guarantees Palestinians the right to resist occupation.
Section 4 of the Terrorism Act 2000 (See under Deproscription here) provides “that the organisation or any person affected by a proscription can submit a signed, written application to the Home Secretary requesting that they consider whether a specified organisation should be removed from the list of proscribed organisations”. We are all affected by the Hamas proscription, due to the loss of our freedom of speech on Hamas, so our signature on this letter cannot be used against us.
With continuing death and destruction in Gaza, we think we urgently need to re-open communications with the Hamas political party; they are the democratically elected leaders of Palestine. Britain regards the occupation of Palestinian land by Israel as wrong, yet by proscribing Hamas, we exclude those who are suffering from conversations about resolution. As we created Israel, the responsibility to resolve the occupation falls squarely upon us.
Hamas’ most recent communiqué of 2017 underlines their commitment to abide by the democratic will of a new Palestine- one that includes their oppressors, on the understanding that they cease their Zionist aspirations. Hamas may seek an Islamic state, but they declare they will abide with the democratic preference of a majority- in an electorate that would include those identifying as Jews. No Jew would be forced to leave a Palestine run by Hamas. Muslim lands have always- and still do- welcome Jews, as “people of the book”.
In 2006 the Palestinians appointed Hamas to lead them; note that the Palestine Authority rejects Hamas’ annual calls for fresh elections. Furthermore, it is especially important we can communicate with Hamas, now that we recognise the state of Palestine. (Note that if Sinn Fein had been unable to communicate with our Government, then the troubles in Northern Ireland might still be ongoing.) If the situation in Gaza continues as it is at present, there may well be no Palestinians left there.
I declare that because we so recently proscribed Hamas as a political party, we leave Gazans without a voice. That decision must be reversed.
This petition already has 1518 signatures that were on Go-petition, whose site is now defunct.
The first tranche of 1410 signatures was delivered to Downing St in Jan 2024; names were redacted, unless the signer indicated they wanted to be revealed.

From their 2017 'covenant': "Hamas considers the establishment of a fully sovereign and independent Palestinian state, with Jerusalem as its capital along the lines of the 4th of June 1967, with the return of the refugees and the displaced to their homes from which they were expelled, to be a formula of national consensus." That's also the internationally accepted view.

Hamas announced on 6th July 2026 the dissolution of its government in Gaza
July 7, 2026
Hamas announced on Monday 6th July 2026 the dissolution of its government in Gaza and is now preparing to transfer power to a United Nations-backed technical committee as part of a US-brokered ceasefire deal. Hamas did not, however, indicate any plans to disarm or hand over security to an international force, despite describing its decision as evidence of its commitment to Gaza’s reconstruction after years of war. The Board of Peace, the new entity led by President Donald Trump with the mandate of governing and rebuilding Gaza, acknowledged Hamas’s announcement. At a news conference Monday, Ismail al-Thawabta, general director of the Hamas-run Government Media Office, said “only technical and professional staff” would remain in their positions to run the Palestinian enclave’s day-to-day affairs. “All employees working in service provision are ‘state employees’ and are fully prepared to work under the National Committee for the Administration of Gaza,” al-Thawabta said during a news conference in the courtyard of Al-Aqsa Hospital in Deir al-Balah. Hamas spokesperson Hazem Qassem called it “a positive step forward on the path to implement the ceasefire deal.” https://www.msn.com/en-gb/news/world/hamas-dissolves-its-government-in-gaza-here-s-what-is-happening-next/ar-AA27liRK

Declaring Support for Hamas- What Happens
June 29, 2026
This update is to reassure signers that the police can’t do much if the individual supports Hamas but is not actually donating money to them. The man who was arrested at a London demo, Allen, had the following experience to recount: http://www.onepalestine.land/wp-content/uploads/2026/06/DECLARING-SUPPORT-FOR-HAMAS-WHAT-HAPPENS.pdf
7th October 2023 - the truth
June 25, 2026
If you accept that everything Israel says about Hamas is a lie, then you will notice that everything Hamas says is the truth- I haven’t seen them lie about anything- their figure of over 73,000 killed in Gaza since 7th Oct 2023, is, according to the UN, correct. So I believe the Hamas account of 7th October and not what Israel/Wikipedia tells us. You can read their account in this submission from them to the UK government, from last year, when they were seeking de-proscription https://hamascase.com/volume-i/02_marzouk-toofan/

Do you want to help Gazans on a 1-1 basis? I am relaunching the Gaza Twinning project- see what we are offering just now at https://www.twingaza.com/gaza-twinning-re-launch/ In particular, we are always looking for volunteers to help with 1-1 conversational English classes online with a Gazan. Let me know if you’re interested by emailing [email protected] Also, I got onto the Richie Allen show today to talk about Hamas and Gaza and all the trouble I've been through from Zionists since long before this petition https://www.podomatic.com/podcasts/richieallen/episodes/2026-06-23T11_17_38-07_00 - from 32minutes in
Hammas polling
June 22, 2026
It is worth noting that Britain’s Muslim police body defends Hamas and labels the IDF as a “terrorist group”. Furthermore, more than a quarter of British undergraduates consider the Hamas attacks of October 7 to be “defensible”, according to a new survey by the Higher Education Policy Institute. Norman Finkelstein reckons Hamas had little choice but to attack Israel on 7th Oct - see www.instagram.com/reels/DVBjMv7DUW1/ It is clear that the tide is turning. Polls have shown that two-thirds to three-quarters of Palestinians approved of Hamas’s October 7 attacks. This petition now supports the Riverways bid for Hamas de-proscription which was lodged last year (https://hamascase.com/) and is currently before the Proscribed Organisations Appeal Commission.

Palestinians tried every way to achieve justice but the Israeli state chose oppression over compromise. People have a right to resist colonialism. Hamas are their elected representatives.
Under international law a people are legally allowed to fight back against the occupier. Morally more so when they've been ethnically cleansed, murdered, abused, tortured, detained -and worse - for 80 years. I'm ashamed and infuriated my "government" actually supports genocide rather than innocent women and children... whilst lecturing us about morality and decency and the rules based order.
I am signing this petition for the politically motivated labelling of Hamas as a terrorist organisation to be removed from the prescribed organisations list in UK. Isreal is the one terrorising the Palestinians and neighbouring Lebanon. In international law those who a subject to a brutal occupation and to genocide have a right to defend themselves. Our government have allowed the interests of Isreal - a foreign state, to determine British policy.
Hamas, the political party, won the legislative election in 2006 by an overwhelming majority across the entire Occupied Palestinian Territory.
Palestinians deserve a voice
Neither Hamas not Hezbollah should be proscribed as they’re democratically elected parties in Palestine and Lebanon and Palestine Action shouldn’t be classed as terrorists either. I support Hamas! I support Hezbollah! I support Palestine Action!
For the sake of all Palestinians, Lebanese, Iranians and humanity, Netanyahu's murderous genocide must be stopped. Zionism must be halted along with Trump's bullying US warmongering.
