FEI: Uphold the Rules!
We ask that the FEI returns to strictly upholding its Standards, the FEI Rules for Dressage Events, Article 401: Object and Principles of Dressage and Article 419.
Article 401 Object and General Principles of Dressage
5.” …the head should remain in a steady position, as a rule slightly in front of the vertical, with a supple poll as the highest point of the neck…” p.11
A supple poll as the highest point of the neck according to the stage of training and the extension or collection of the pace, represents the optimal anatomical, physiological and biomechanical way to develop the dressage horse according to the FEI Rules. Without a supple poll at the highest point, the Object of Dressage to develop a calm, keen, attentive, confident horse that is supple, loose and flexible cannot be met.
Adherence to the FEI Rules means that the FEI must not condone the use of LDR, or any low, deep, round posture that is not compliant with the FEI standards or Rules. Moreover, the FEI must demand that riders, trainers and judges uphold the Rules in warm-ups, competition and in training.
To that end we ask for the reinstatement of Item 10 of the FEI Code of Conduct, which was present in the rules in 2000 and was later removed.
Article 419 Object of International Dressage Events
“The FEI instituted an International Dressage Event in 1929 in order to preserve the Equestrian Art from the abuses to which it can be exposed and to preserve it in the purity of its principles, so that it could be handed on intact to generations of athletes to come.” p.28
We ask that FEI officials remember that terms end, officials get fired, time passes and management changes. Thus as articulated in Article 419, the paramount duty of FEI Officials is to protect and uphold the existing rules for future generations. It should not be within the moral or ethical jurisdiction of any particular group or at any time to take decisions or pass rules that contradict completely the spirit and letter of the existing Rules and of Article 401 in particular.
The Fair Play Standard
No result can be meaningful or valid if it has not been achieved "on a level playing field.” There is no level playing field when some riders adhere to the letter of the law and others break it. It is unjust for an organization that has strayed from its mission to penalize riders who embrace and abide by the rules as written, and rewards riders who disregard them with no concern for consequences.
In Conclusion
1) We ask that the FEI immediately begin upholding the official General Principles of Dressage in the warm-ups, in competition, and by reinstating item 10 of the Code of Conduct send a clear message that the Principles of Dressage characterized by a concern for the health and welfare of the horse apply to the entire training of the horse not just the show ring.
2) A supple poll as the highest point of the neck according to the stage of training and the extension or collection of the pace, describes the best posture for developing the dressage horse in a healthy and respectful manner.
3) We protest vigorously the FEI's acceptance of LDR and stand against any changes to the rules that would allow LDR or alter Article 401 Item 5 to make LDR permissible. LDR is not approved in the Rules now and it should never be added.
4) We ask that the FEI consider that it is not and has not been fair to the horses and sportsmen and women everywhere that the Rules have been clearly disobeyed. A level playing field requires that all riders follow the SAME code of conduct in training AND in the show ring.

Nous demandons a la FEI de faire appliquer strictement son règlement des compétitions de Dressage, particulièrement l’Article 401 – But et Principes Généraux du Dressage- dans l’esprit de l’Article 419.

6. « …La tête doit rester fixe et, en règle générale, le chanfrein légèrement en avant de la verticale, la nuque souple étant le point le plus haut de l'encolure… »
Une nuque souple « plus ou moins soutenue et arrondie selon le degré de dressage et suivant l'amplitude ou le rassembler de l'allure » représente la façon la plus anatomiquement, physiologiquement et bio mécaniquement correcte d’assurer le développement d’un cheval de Dressage. Sans une nuque souple on ne peut pas obtenir un cheval « calme, souple, délié et flexible mais aussi confiant, attentif et perçant »
L’application du règlement implique que la FEI ne peut pas approuver le LDR, ou toutes postures enroulées qui ne s’accordent pas avec les Standards du Règlement de la FEI. De plus, la FEI doit insister pour que les juges, cavaliers et entraîneurs respectent le règlement et l’Article 401 dans l’entrainement du cheval en général mais aussi pendant la détente dans les compétitions. Dans ce but nous demandons que soit rappelé le point #10 du règlement général qui indique que le règlement doit être appliqué partout, pas seulement sur les terrains de compétition.
Comme l’indique l’Article 419, le rôle de la FEI est de protéger l’art équestre contre les abus qu’il pourrait subir et de transmettre les principes généraux dans leur intégralité aux futures générations de cavaliers.
Enfin, le jeu est faussé lorsque tous les cavaliers ne suivent pas les mêmes règles et lorsque ceux qui les bafouent ne sont pas punis.
En conclusion:
1. Nous demandons que la FEI fasse appliquer le règlement dès maintenant – l’article 401 en particulier.
2. Nous demandons que le point #10 du Code de Conduite soit rappelé.
3. Nous protestons vigoureusement contre le LDR et nous nous érigeons contre tout changement dans le règlement de Dressage, en particulier le point #6 de l’Article 401. Le LDR n’est pas approuvé par le règlement et ne doit jamais l’être.
4. Nous demandons a la FEI de considérer qu’en permettant que ne soit pas appliqué son règlement elle pénalise les cavaliers qui respectent celui-ci. L’égalité des chances implique que tous les cavaliers obéissent aux mêmes principes.
