A basic responsibility of Congress is to pass an annual Budget. When they are incompetent they are not able to do this basic requirement of the job. The law should be changed to say that any Congress that does not pass a timely budget and causes the Government to shut down will immediately: 1. Will no longer receive pay until the budget is passed and everyone else is receiving their appropriate payments. And their lost wages will not be recovered. 2. The House of Representatives will be automatically recalled six months from the day of the Government Shut Down and the Senate will be automatically recalled one year from the Senate Shut down. Any State that wishes to have special election sooner may choose to do so. This plan allows for the organized departure of failed legislators and immediate planning for their replacement.
