No law shall be passed that would require or provide for a "Universal Healthcare" unless Title One of such law requires that all members of Government (Executive, Legislative and Judicial), their families and their Staffs and their employees MUST ENROLL in said plan a stheir only source of Healthcare Services. Any Government employee who seeks care or coverage other than as provided by the Government Offered Program shall be subject to a fine in the amount of One Year's Salary for the First Offense and Imprisonment for at Lease One Year for any subsequent offense. Nor shall such employee be offered services by any physician or medical practitioner not then a participant in the Government Offered Program.
