As coordinator of a important Federa Research network (IAP) on Justice, I can testify that scientific cooperation between Universities and Federal Institutions are not only crucial for the development of each community of citizens but also for the international reputation of Belgium

As those budget cuts involve primarily the permanent staff and the dotations of the Institutes, they specifically threaten the base permanent missions of Federal Institutes: data/cultural collection, preservation and diffusion, observing infrastructure and facilities and operational services to the scientific community and to all citizens at large. All those activities already suffered for many years from shrinking ressources in favour of short-term soft-money funding. By its intrinsic instability and short duration, the latter cannot address the true needs of those base activities (e.g. monitoring of long-term phenomena like the Earth climate, maintenance of scientific expertise and standards), but can only serve as a complementary variable resource. In the absence of any other viable support (national and international) for those founding scientific activities that feed the research of the whole scientific community, the planned cuts will inexorably sign the death of full branches of sciences, for reasons completely unrelated to their actual importance for future scientific progresses.
Let us also keep in mind that many science services and infrastructures fall out of the scope, goals and scale of the Universities. It is thus also fully wrong and dangerous to apply the same funding policies (including abandoning stable structural ressources in favor of exclusively short-term external project money) in Federal institutions as in Universities.
It is what makes the very identity and strength of the Federal institutions will be most damaged by the envisioned budget cuts.
