Westview Hills City Water Refusal

This Petition pertains to the attached letter from Department of Public Works Engineering Division on 11/14/2016. The document is proposing to implement city water, sewer, curb and gutter throughout the Westview Hills neighborhood. The document provides four options with cost varying based on the option and property location. The cost of these options range anywhere from $50,000 to a maximum cost of about $120,000 per property owner.
We, the undersigned residents of the Westview Hills Subdivision, respectfully refuse Municipal Water, Sewer, Curb and/or Gutter in the subdivision at this time. The cost of even the least expensive option is exuberant and will impose financial hardship on the members of our neighborhood. We are satisfied with our functional wells and septic systems, and see it unfit to discontinue using and maintaining them. We do not have a use of gutters and curbs in the neighborhood. The undersigned residents have not requested these services.
We strongly insist to delay the plans for water, sewer, gutter and curb extension through the subdivision until the cost of implementation has been reduced to a reasonable rate, and the majority of the residents find the options suitable to the growth and maintenence needs of the neighborhood. At that time, a very detailed (construction level) cost breakdown, associated scope, drawings, and competitive bid for work should be disclosed to the residents for their approval.
