This is a most grave and weighted service for anyone to accept regardless of gender. Srila Prabhupada cautioned repeatedly of the distinct differences between ordinary women and women chanting Hare Krsna, saying gayatri and engaged in service. Regarding a personal encounter with Srila Prabhupada when asked "Srila Prabhupada, haven't you said a woman should do everything her husband asks her to do"? Srila Prabhupada replied "And you should be arrogant? No...you are chanting Hare Krsna she is chanting Hare Krsna, you are saying gayatri, she is saying gayatri, you are doing service, she is doing service, where a woman is a devotee that is different". I join some of my godsisters in saying, personally I could never think of accepting such a service. Do I believe some godsisters are qualified, have developed outstanding transcendental qualities and would benifit this movement by accepting this service - without doubt.

This quote from our founder acharya seems pretty clear, no?
PRABHUPĀDA: “One who will pass this examination will be awarded with the title of Bhaktivedanta. I want that all of my spiritual sons and DAUGHTERS will inherit this title of Bhaktivedanta, so that the family transcendental diploma will continue through the generations. Those possessing the title of Bhaktivedanta will be allowed to INITIATE disciples. Maybe by 1975, all of my disciples will be allowed to initiate and increase the numbers of the generations. That is my program.”

The guru-disciple relationship is a contract between an aspiring disciple and a devotee that inspires them. The disciple must educate themselves of the qualifications of a guru, voluntarily take advice from sadhus, and if satisfied petition the guru for initiation. The petitioned guru must take confirmation from Supersoul within, and from other sadhus that they are ready for that serious role.
For the sake of spreading Krishna consciousness Srila Prabhupada took the liberal position of giving 2nd initiations and Sannyas to apparently immature devotees; like a farmer spread seeds, some took hold others did not. It was a social experiment that worked (although Prabhupada was criticized by his godbrothers), and the movement prospered.
I feel the same can be done for the qualified Vaishnavis to become diksha gurus.
