I am totally against bagging leaves. Too many neighbors won't bother which will clog stormwater intake pipes and make our streets look unkempt. Additionally, all the unnecessary plastic bags are damaging to the environment.
No higher rates what is he trying to do run people out of the city!
Our utilities are already outrageous.

Raking to the curb is way better than plastic bags. Everyone is just gonna dump them in the street anyway if they force us to buy bags. Leave it alone.
