Fix system of USATF masters track and field records

My 12.86 TJ record was not allowed because they didn't know it was a record and they did not have a steel tape. Anthony Bailey - 2015 Triple Jump Champion 55 -59 Age Group.

I aggreed 100% with Ken. These changes are needed for the smooth and efficient running of the USATF master's Track.

Please fix the problems which hinder Master Records from getting approved!

I have 2 records not counted because I was told they were too old from 2004.

Ridiculous that I have to chase down meet directors for forms when the timing company already has the official results. Get it together.

ITS ABOUT TIME. my 2012 mark still isnt on the list and its maddening.

So many records go missing just because of paperwork errors. Let's make this easier for everyone involved.

The current process is so slow it discourages people from even trying to qualify. Needs a total overhaul ASAP.
