Urgent Action Needed to Support Pre-Construction Homebuyers and Builders in Canada’s Real Estate Crisis
The current real estate environment poses a more severe threat to both pre-construction homebuyers and residential builders than the challenges faced during the COVID-19 pandemic.
During the pandemic, government intervention played a vital role in stabilizing the economy through relief programs, interest-free loans, and broad financial support for individuals and businesses. Unfortunately, in today’s crisis despite the severity and scale of the hardship—no such intervention exists.
What’s Happening Now:
- Home values have dropped significantly, while interest rates have surged.
- Many pre-construction buyers are unable to qualify for financing at closing, even after waiting 3 to 4 years.
- Builders are struggling with rising construction costs and unsold inventory, while loans become more expensive.
- Contracts are being terminated, often causing devastating financial losses to buyers.
- Builders can’t pay subcontractors or consultants, leading to liens, stalled projects, and widespread layoffs.
- Mental and physical health issues are rising buyers and builders are facing anxiety, depression, and stress-related illnesses, including heart attacks.
- Families are losing their life savings, built over years sometimes decades of hard work.
People are now leaving Canada in search of financial and emotional stability. This is no longer just a housing issue it is a national economic and humanitarian crisis. Without urgent action, hundreds of thousands of Canadians may face financial collapse, triggering instability across the entire economy.
What the Government Must Do Immediately:
- Bridge Loan Program for Buyers
Provide a government-backed, interest-free bridge loan for up to 3 years to help buyers close their homes. If not paid back in 3 years, convert into a low-interest loan (e.g., 4%), aligned with bank rates. - Exit Option for Buyers Who Cannot Close
Allow buyers who genuinely cannot close to walk away, with the builder retaining only the deposit. No further penalties or legal action should be allowed. - Construction Loan Subsidies for Builders
Offer interest-free loans for 5 years to help builders manage increased financing costs and finish projects without layoffs or bankruptcy. - Fair Contract Termination Regulations
If a builder terminates a purchase agreement, they should retain the unit and the deposit only no lawsuits or further claims against the buyer should be permitted. - Enact a Canadian Homestead Law
Implement legal protections similar to U.S. Homestead Laws to ensure homeowners do not lose their primary residence due to creditor action during periods of financial hardship. - Immediate Halt to Litigation Against Buyers
Suspend or cancel all legal actions by builders or creditors against buyers who cannot close due to the current economic environment. - Lower Interest Rates to Revive the Market
Reduce interest rates to stimulate real estate activity, which in turn supports broader economic growth and job creation. - Reduce Excessive Taxes and Fees
Cut or defer HST, development charges, and other government-imposed fees that currently account for up to 35% of the selling price. These costs make homes unaffordable and projects financially unfeasible for both buyers and builders.l
Conclusion:
Canada is at a breaking point. Without bold and immediate support, we face a wave of foreclosures, bankruptcies, unemployment, and economic destabilization.
Pre-construction buyers have invested billions into Canada’s future, and small to mid-sized builders are essential for maintaining housing supply and employment. Both deserve urgent relief and structured government support.
We urge federal and provincial governments, housing authorities, and financial institutions to act now before the damage becomes irreversible.
