Also, it appear that some of the employees are not exactly clear on the matter as one state it would be 25 and the other 15. Either way, I don't think it is fair to not show it on the preorder page. When going to the preorder page there is no mention of a level requirement, the only thing that indicate availability is as following:

All items will be delivered to your in-game mailbox at the beginning of Head Start (May 31st). Just remember that you need to be level 14 before you can stake your claim with your rocket house!

This makes people believe that they will receive it at launch no? Why not indicating that you can't use it then.

This petition is to request that we are able to use our hoverboard when we receive it, like it made us believe it was the case. Or at least, at level 10 like in the closed beta.
