You can’t get the payment if you live in countries where the average winter temperature is higher than the warmest region of the UK. These are:

• Cyprus
• France
• Gibraltar
• Greece
• Malta
• Portugal
• Spain

This is discrimination against ALL pensioners. The allowance was to help with the heating costs regardless of where you lived. It was meant for the Aged and Pensioners alike who are among the lowest paid state pension within the EU.
