Wyoming should be turned into a prison. It’s completely rectangular, so all you’d need to do is build a couple of fences around the edges of the state. There’s nothing there, and only 100,000 people there, so no one would notice anything anyway. Wyoming is basically like a prison already, so why not make it official?
