Lets take a poll on how cost overruns shall be paid during construction of the Seattle Viaduct replacement Tunnel.  The mayor vetoed this option saying that Seattle residents should not have to pay for cost overruns.  The Seattle Council has overridden the mayor's veto saying that residents should pay I guess?  For Seattle and other cities whom might have similar problems in the future, Who Should Pay for the cost OVERRuns? Shouldn't overruns be figured into the bids?

So let's figure this out.  Should Seattle residents have to pay?  Should there be an investigation of council members who might benefit financially from this project?  Should Seattle residents vote on it?
