This would be the legislation for Kentucky:



A Bill



An act to require mental health training for first responders.



Be it enacted by the Youth Assembly of the Commonwealth of Kentucky



Section 1: The intent of this bill is to enforce strategic methods to tactfully handle encounters with civilians suffering from mental illness.



Section 2: This bill will require first responders within the Kentucky Office of Homeland Security to undergo training on and thereafter employ mental health de-esacalation techniques.



Section 3: The training’s objective is to aid first responders in the application of suitable measures to provide support in emergency situations.




Section 4: The mental health training course will be required at the end of every other fiscal year. This course will be provided by the Mental Health First Aid USA. The course duration is approximately eight hours in length.



Section 5: This bill will go into effect 90 days after passage and signature of the governor.
