STONNINGTON CITY COUNCIL

We the undersigned hereby petition the Stonnington City Council

WHEREAS, Tivoli Road and Malcolm St, South Yarra are vital arteries within the municipality, characterised by mixed residential, commercial, and commuter traffic;

AND WHEREAS, the volume, speed, and nature of vehicular movements at and near the intersection of Tivoli Road and Malcolm St and Tivoli Rd and Toorak Rd have raised concerns regarding pedestrian safety, vehicle accessibility, local amenity, and overall traffic flow efficiency;

AND WHEREAS, the residents and stakeholders of the South Yarra community seek proactive measures to ensure a safer and more livable environment;

NOW, THEREFORE, BE IT RESOLVED that the Stonnington Council shall initiate a comprehensive and detailed Traffic Management Review for the area encompassing Tivoli Road (from Toorak Rd and Malcolm st) and Malcolm St, South Yarra and implement a remedial measure listed below.

This review shall specifically consider, but not be limited to, the implementation of A & B below in addition to the consideration of C to E.

- A. Introduction of Local Traffic Management Zones to discourage non-local commuting, namely from Toorak Rd entry of Tivoli Road and from Malcolm St onto Tivoli Rd.

- B. Implementation of Time-Specific Turn Restrictions (e.g., No Entry/No Right Turn) at Tivoli Road during peak hours to manage flow and volume effectively.This may be a sign from Toorak Rd and Malcolm Street to ensure minimal traffic on Tivoli Rd

- C. Intersection safety improvements and enhanced pedestrian/cyclist infrastructure.

- D. Data collection and analysis of existing traffic patterns, volume, and accident history, with a focus on distinguishing local versus through-traffic.

- E. Parking controls and management.

The residents strongly oppose speed humps being implemented as a measure on account of noise nuisance.

The objective of this review is to develop and recommend a sustainable Traffic Management Plan that prioritises the safety and well-being of all road users and preserves the residential amenity of South Yarra.
