The By-Laws of the North American Flyball Association state the following:
ARTICLE VII - AFFILIATE CLUBS AND DELEGATES,
Section 5. Delegate Action
.The following shall be determined by delegate vote:
(c) Such proposed changes in the Rules of Racing, awards and other forms of recognition for performance in NAFA® racing events or service to the Corporation, and other matters affecting the conduct of events for approval as the Board may, in its discretion, choose to submit to either a binding or non-binding delegate vote.
The individuals whose signatures are affixed below, petition the Board of Directors of the North American Flyball Association to prepare a proposal to create Awards that recognize Titles for Dogs that earn point totals above 100,000 for performance in NAFA Racing events and that the proposal be submitted to a vote of the Delegates as soon as is practical according to these By-Laws.
