I. Create international regulation on the types of orbits that small sats to which should be restricted, in order to avoid the accumulation of space debris.

II. Create a mechanism for accountability in international space regulations, as currently member states are required to enforce these voluntary guidelines in their respective countries but are not subject to a review process.

III. To actively consider and create a regulation on the types of data that can be collected and the manner in which it can be utilized, specifically with reference to PII data (personally identifiable information) that may be more of an urgent issue in the future as these types of satellites progress into higher resolution imagery.

IV. To develop requirements for each nation state to ensure that their satellites get approved in addition to the their registration.

V. To ensure that the results of the launch are retrievable and transparent, to maintain a complete picture of the state of the objects in orbit.

VI. To allow groups or doves of satellites to be approved and registered as a complete set. This is for the purpose of restricting the pileup of steps necessary to launch a satellite that might become cumbersome for small satellite startups and developing companies in the future.
