Vincent Li IS not to be trusted ! He murdered and there is NO second chance in life, you took a Life , he should not live . Criminally Mentally unstable , but MURDER is not negotiatable .

Not Criminally Responsible on Account of a Mental Disorder.. well they still committed the act, so they should still be held accountable.. and have the same sentences applied, although they would have to be held in a mental facility for the the duration..
