Animals are not able to speak for themselves, we need to be the voice for this little dog who had a horrendously painful act of cruelty done to him,leaving him now blind ! The person or persons responsible should be punished , why isn't the Police Dept. doing something ? Where are the laws of animal cruelty ?

I thought animal cruelty was already a federal crime. Whoever shot him should be punished to the fullest extent of the law and more
