The United States House of Representatives - A BILL

Purpose:A solution to the mortgage process; Return the trust between the lender and the borrower; Stabilize the Real Estate Market; Control is managed by the States; Localize and stabilize interest rates; Eliminates the Mortgage Derivative problems; Decouples unhealthy connections between mortgages and other financial instruments.

Text of the BILL:

All mortgages will originate from and be held by a legal financial institution within the State of the mortgagee and property.

That financial institution will hold the mortgage in perpetuity within the same State.

The mortgagee will have the right to view the mortgage at the originating financial institution within 30 days upon written request.

The originating financial institution will not bundle the mortgage with any other mortgage or financial instrument nor sell it to any other financial institution anywhere.

If the originating institution is liquidated or sold, the mortgagee will have the right to move that mortgage, under his/her instructions, to another legal financial institution within the same State.

Please sign this petition and they will be collected and used to either pressure the U.S. Congress to enact this Bill, or, if enough petitions are signed by a minimum number of registered voters, a public vote - a plebiscite obliging the Executive or Legislative bodies to submit it to the 'order of the day' would be called for. If a larger number of voters sign this petition, a new kind of Executive Order may emerge called a "Voter Executive Order" which would reflect that the number of voters is/was sufficient to overcome ALL the requirements of Article V of the Constitution, effectively giving "We the People" Executive Control to cause enactment of this BILL.
