If waivers have been granted in the past, then why not now? Part of the property is in Broome county so what's the problem? Why would they let go of a man who dedicated himself to protecting us over a property line?

This family could have just moved in without a word, but because he is an upstanding individual, he applied in good faith. Common sense would be to honor the few feet involved in his case. What happened to treating people fairly, especially someone who serves others everyday with honor.
