WHEREAS, The Indiana Department of Education has contracted with CTB McGraw-Hill for ISTEP+ test development, implementation, grading and reporting; and

WHEREAS, Testing using the CTB McGraw-Hill platform has been plagued with problems such as: lack of infrastructure capacity to support Indiana’s statewide online testing model, defective test booklets, computer difficulties, repeated failed stress tests, delayed reporting, excessive testing, etc.; and
