Presidential candidate Deez Nuts is proposing a four-part bill that provides equal voting rights, citizenship, and health care to the citizens of American Samoa, Guam, the Northern Marianas, Puerto Rico, and the US Virgin Islands.

Part I of the bill is to grant any citizen of American Samoa full citizenship immediately to the United States of America, on the grounds that they are a substantial territory of the United States. At the same time, this would also mean that the Constitution of the United States would fully apply to American Samoa.

Part II of the bill is to establish health care centers in all 5 territories, as well as giving each territory to the option of if they do or do not want to accept the Affordable Care Act in their individual territories.

Part III of the bill is to give each territory representation in the Electoral College. Puerto Rico receives 3, under the grounds that they are larger in population than many states. American Samoa only receives one, under the grounds that they are still an "unincorporated territory". Guam, the US Virgin Islands, and the Northern Marianas all receive 2, since they are incorporated, but not larger than any state.

Part IV of the bill is to grant all 5 territories, as well as the District of Columbia, one seat each in the House of Representatives, under the grounds that they are affiliated with the United States of America, but are currently being discriminated against for not being allowed representation.
