This IS the reason why the City of WIndsor, ON does NOT allow anyone to either breed rabbits or even have them lodged outdoors. Every single, city, district, township, State and Province should have the same by-laws to protect animals from this very kind of situation. This person who obviously showed to respect for life should be made accountable and be punished for such a crime.
